  • Affordable Housing

Mayor Maughan knows housing! Charles is an affordable housing compliance analyst for the State of Oregon and understands the need for a spectrum of housing in Corvallis. We all know that housing prices in Corvallis are high, and since before even becoming a city councilor, Mayor Maughan has advocated for new and affordable housing units in Corvallis. While Charles has been Mayor, Corvallis has seen a shift in willingness to create new housing. The city has received over 2,000 applications for new housing development, including over 500 units designated as ‘affordable housing’. Across Corvallis you can see the results of Mayor Maughan’s housing goals being realized.

  • City Infrastructure

Mayor Maughan invests in Corvallis’ future. Whether its outdated fire stations, a parks maintenance facility that floods, or even the roads we drive on, Mayor Maughan supports making investments in infrastructure projects now, before costs raise even more in the future.

  • A Thriving Downtown

Mayor Maughan is proud of downtown Corvallis and wants to see it thrive. In 2025, Mayor Maughan commissioned the Downtown Vitality Strategy Task Force (DVSTF) to examine the needs and opportunities to make downtown Corvallis a thriving place.  With over forty task force members, dozens of meetings, and thousands of pieces of community feedback, the task force developed a plan that was approved by the city council in the summer of 2026. Mayor Maughan will carry that plan forward in the next term and make its implementation a priority.

Mayor Maughan also supports a TIF district downtown that would create opportunities for public/private partnerships that would improve downtown infrastructure and support locally owed businesses.

  • Climate Change and Adaptation

Climate Change is real and Corvallis needs to be ready. As a city councilor, Charles fought to prioritize moving the city facilities to 100% green energy. Mayor Maughan has always been a champion of new, innovative ways to help Corvallis adapt for climate change and lower city government and community emissions.

  • Data Centers

Mayor Maughan believes that Corvallis industrial land should not be utilized for AI data centers that put strain on regional resources and leave Corvallis residents and ratepayers holding the costs. Mayor Maughan believes that the City of Corvallis should implement a moratorium on developing AI data centers in Corvallis while the city council addresses code issues related to the annexation of the Airport Industrial Park.

  • Flock Cameras

The City of Corvallis does not utilize FLOCK cameras. Mayor Maughan commits to vetoing any ordinance that would implement those cameras.

  • ICE in Corvallis

Mayor Maughan will always loudly denounce ICE’s illegal activities. The federal administration is using ICE to terrorize communities and instill fear in our immigrant neighbors and friends. Under state law and local guidance, the Corvallis Police Department will NOT cooperate or coordinate with ICE and ICE will receive no support from Corvallis, a longstanding sanctuary city.
